Impunity is the freedom from punishment or pain. It is also when there is lack of accountability for human rights violations committed.  Prosecutors are usually reluctant to prosecute, and reluctant to punish perpetrators.

If someone has committed a punishable offense but does not have to fear punishment, he or she does it "with impunity. The implication of this is that perpetrators will continue to commit these crimes because they know their actions have no consequence. The sooner we put an end to Impunity in the society, the better.
