Anyone in the world
The easiest temptation that entraps in analyzing business problems is to 'jump right in' and start analyzing a problem that has not been properly scoped.  This is because we often have a vague idea of the problem, and we are pressed for time.

In the first place, we should not be content with a vague idea of the problem as this increases the risk of solving the wrong problem!  To improve our cognitive process in problem definition, it is important that we consider if the problem definition proposed is a cause or an effect.  This is because if we inadvertently solve a problem that is an effect of another underlying problem, no success has been achieved.

Secondly, time pressure is not an excuse to circumvent the critical problem definition phase.  After all, it is better not to be moving, than to be moving in the opposite direction!
